Law or morality? Police close case of insulting veteran by official from Chernivtsi

In February of this year, Alena Atamanyuk, the former Deputy Head of the Chernivtsi Regional Administration, expressed disrespect for Valery Vivcharyuk, the head of the Department for Veterans Policy, in a conversation with a colleague. After some time, Atamanyuk resigned of her own free will, and later the fact of the insult was denied, relying on official documents. As a result, the police investigation into this situation was closed, which was confirmed by the National Police in response to a request from journalists.
Criminal proceedings were opened upon Vivcharyuk’s application under Article 161, Part 1 of the Criminal Code. During the pre-trial investigation, the police interviewed several witnesses and received copies of documents related to the incident.
Law enforcement agencies determined that the secretary of the working group violated state protocol during the meeting preparation process; specifically, he incorrectly arranged the seating of the participants at the table. It was noted that Vivcharyuk should have sat next to the head of the Dniester Regional Administrative District and his deputies, and not on a par with Atamanyuk, which could be perceived as joint leadership.
Atamanyuk also received support, claiming that the message that caused outrage was sent privately for organizational purposes. As a result, due to the lack of elements of a crime, the case was closed.
Representatives of the National Police confirmed this information. The Chernivtsi public expressed indignation about this situation, questioning whether it is ethical to divide veterans by rank. Meanwhile, the head of the Chernivtsi Regional Administrative District, Ruslan Zaparnyuk, is being criticized for a possible conflict of interest in cooperation with deputies of the regional council, which could negatively affect personnel policy.
