They plan to establish new conditions to limit deferrals from mobilization

Ukraine plans to amend the rules for deferring mobilization for students. Deputy Minister of Education and Science Mykhailo Vinnytskyi announced this in an interview.

The Ministry of Education notes a significant increase in the number of men aged 35 to 40 filing applications to lose their diplomas, allowing them to re-enroll in educational institutions and avoid conscription. In this regard, new legislative initiatives are being developed that could significantly limit the deferral of mobilization for specific categories of students.

Investigating the situation, Vinnytskyi pointed to a characteristic trend where men who received diplomas before the creation of the Unified State Electronic Register claim to have lost them. This allows them to enter vocational and technical education institutions where the admission rules are less strict — in particular, they do not need to pass a national multi-subject test. Thus, these individuals acquire the status of students and are entitled to a temporary deferral of conscription.

The draft law proposed by the Cabinet of Ministers aims to close such loopholes. In particular, it states that men over 25 years old who already have one education and are enrolled in vocational schools or higher educational institutions will not be able to count on a deferral. Vinnytskyi emphasized that this situation applies precisely to those who use the vocational education system only as a way to avoid military service.

We will remind you that under martial law in Ukraine, all men aged 18 to 60 are subject to mobilization. The deferral is provided only for specific categories, in particular students, but under certain conditions. Currently, the deferral is available only to those who study full-time or dual education and only for six months per semester, which applies to students of higher educational institutions, vocational schools, postgraduate students, and doctoral students.
