Departure and return of Ukrainians: latest data from the State Statistics Service of Ukraine
The State Border Service of Ukraine reported recording 16.47 million border crossings in the first half of 2025. This is 4% more than in the same period last year.
The majority of these crossings — 85%, or 14.08 million — were made by Ukrainian citizens. It should be noted that the data does not include departures through occupied territories or river crossings.
During January-June 2025, 7.17 million people left Ukraine, while 6.92 million returned. Thus, this year there is an excess of departures over returns by 250 thousand people. This number is 1.6 times less than last year, when the difference was 404 thousand.
Since the beginning of the full-scale invasion, more than 3 million people have not returned from Ukraine.
As for the activity of Ukrainians crossing the border, on average, per month, this figure is 2.35 million crossings. The lowest figure was observed in February, with 1.78 million, while in June, this figure reached 3.13 million. The next peak months are June, July, and August, when a third of all border crossings for the year take place.
