New Russian attacks on Ukraine’s energy system in winter 2025 — a threat to infrastructure

The commander of the intelligence unit of the Armed Forces of Ukraine, Denis Yaroslavsky, expressed concern about possible Russian intentions towards Ukraine’s critical infrastructure during the winter. He noted that the enemy intends to focus on attacks on energy systems and water supply, seeking to make life as difficult as possible for Ukrainians in the cold.

According to Yaroslavsky, the Russian military considers strikes on energy facilities to be an effective strategic tactic for weakening Ukrainian cities.

“With the onset of winter and the heating season, it is expected that the enemy will intensify attacks on power grids and water utilities. Thus, they are trying to destroy the infrastructure of cities, as was the case with Kharkiv, completely de-energizing them,” he explained.

Yaroslavsky stressed the need for the authorities to prepare for potential attacks and strengthen the protection of critical facilities. He also condemned Russia’s actions as deliberate crimes against civilians.

Recall that earlier information from the Foreign Intelligence Service of Ukraine indicated an increase in the number of attacks on energy and transport systems in Europe. In the period from 2014 to 2024, more than 200 cases were recorded, including sabotage, cyberattacks, disinformation, and GPS signal jamming. It is noted that more than 86% of these incidents occurred after 2022, and in 2024, their number increased sixfold compared to the previous year.

This dynamic indicates the intensification of the aggressor’s efforts to destabilize Ukraine by deliberately damaging infrastructure, which poses serious risks to the security and well-being of the population.
