Payments for gas that no consumption is: why Ukrainians have to pay money

In August, many Ukrainians discovered a new gas utility line that they had not actually used. In this context, the National Commission for Regulation of Energy and Utilities (NERCE) explained that it was not about the payment of the fuel itself, but of the payment for its distribution. This service provides gas delivery to consumer homes. It is actually a payment for maintaining gas infrastructure in technical readiness for instant fuel supply, even if the consumer does not use it. The gas supply system is under pressure, and equipment and emergency crews are always ready for action, regardless of whether the valve is open.

By 2020, these accruals were included in the total amount of gas, but now they were allocated to a separate item, which is allegedly intended to ensure transparency of financing. The accrual is based on the annual order, which is determined by the historical volume of gas consumption by a specific home. The resulting amount is evenly distributed over 12 months to avoid a significant jump in winter and summer payments.

The NERC emphasizes that it is not a new tax, but a technical need for maintaining gas distribution networks in working order. Consumers pay for the repair, modernization of the system, emergency services, and supply.
