How will raising the minimum wage affect pensions in the future?

Ukraine plans to increase the minimum wage gradually, but this will not result in an automatic increase in pension payments.

According to the latest government statements, the minimum wage in Ukraine is set to increase to 10,059 hryvnias by 2028. However, the increase in the minimum wage will not directly affect the minimum pension, since the latter depends on the subsistence minimum for the unemployed, the Government Portal reports.

Currently, Ukrainians receive a minimum wage of 8,000 hryvnias, which will remain unchanged until the end of 2025. Then a gradual increase is planned: from January 1, 2026, it will be 8,688 hryvnias, in 2027 – 9,374 hryvnias, and in 2028 – to 10,059 hryvnias. The government needs to establish financial reserves to safeguard workers in the event of high inflation and military operations.

However, the level of pension payments is determined by the subsistence minimum for persons who have lost their ability to work. For example, in 2025, this figure will be 2,361 hryvnia. It is planned that the amount will increase to 2,564 hryvnia in 2026, to 2,715 hryvnia in 2027, and to 2,859 hryvnia in 2028. It is these figures that will affect future pensions.

The authorities also note that a system of annual indexation of pensions is being implemented in Ukraine, and the introduction of an accumulative system is also being prepared. This will enable the creation of personal accounts for each citizen, in addition to the traditional solidarity system, where workers support current pensioners.

“The main goal of the reform is to ensure that Ukrainians have the opportunity to receive decent pensions, and not just minimum payments,” the Minister of Social Policy emphasized.
