Medical University Rector Vyacheslav Kaminsky Reports Million-Dollar Assets, Luxury Housing, and Foreign Accounts

The rector of the P. L. Shupyk National University of Healthcare of Ukraine, Vyacheslav Kaminsky, declared approximately 10 million hryvnias in cash, according to information published on 368. media.

Kaminsky lives with his wife, Tamara Vasylivna, and daughters, Oleksandra and Arina, in the village of Novi Petrivtsi, Kyiv region. Officially, the family is registered in Kyiv, and Novi Petrivtsi is considered one of the most prestigious districts near the capital.

In addition to his duties as rector, Vyacheslav Kaminsky is actively involved in professional organizations. He is the executive director of the Association of Obstetricians and Gynecologists of Ukraine, heads the Ukrainian Federation of Professional Medical Associations (these positions are unpaid), and also holds a paid position as the head of the expert committee for the assessment of medical technologies at the State Expert Center of the Ministry of Health of Ukraine.

Among the assets of the Kaminsky family are:

A land plot in Novi Petrivtsi with a total area of 872 sq. m., purchased in 2019 for 428.1 thousand UAH.
A residential building with an area of 209.2 sq. m. in the same village, purchased in 2019 for 1.7 million UAH.
An apartment in Kyiv with an area of 101.6 sq. m. (a share of Vyacheslav and, probably, his father).
An apartment in Bucha with an area of 69.2 sq. m., purchased by his wife in 2013 for 442 thousand UAH.

Among the luxury watches listed in the declaration are Ulysse Nardin and Frederique Constant models, which were gifts to the individuals.

The family’s fleet consists of four cars, two of which are registered to relatives:

Toyota Camry (2014) worth UAH 300,000 for his wife;
Volkswagen ID.4 (2022), purchased in 2023 for UAH 1.16 million in the family’s name;
Audi SQ7 (2018) for Volodymyr Kaminsky;
Volodymyr Kaminsky also registered Citroen Berlingo (2012).

This use of cars may indicate an attempt to reduce tax liabilities or hide absolute ownership.

According to the declaration, the family’s total income for 2024 was UAH 2.3 million, which includes:

UAH 1.31 million – Vyacheslav’s salary at the university;
UAH 200,000 – remuneration from the State Expert Center of the Ministry of Health of Ukraine;
278 thousand UAH – pension payments;
55.2 thousand UAH – social payments from the National Academy of Medical Sciences of Ukraine;
96.7 thousand UAH – wife’s salary at the company “Aktiv Energy”;
118 thousand UAH – interest from bank accounts.

The family’s financial assets are represented by cash and accounts both in Ukraine and abroad, in particular:

83 thousand dollars, 20.9 thousand euros, and 200 thousand UAH in cash;
113.8 thousand dollars, 13.6 thousand euros, and 1.4 million UAH in bank accounts, including funds in foreign banks: 40 thousand euros in the Bank of Cyprus and 2 thousand euros in mBank.

In total, the Kaminsky family owns nine properties, four cars, several premium watches, and savings worth over UAH 10.3 million. The presence of foreign accounts in European banks for Ukrainian officials raises questions about the origin of the funds.
