Who is subject to mobilization in October 2025 in Ukraine: requirements and age limits

In October 2025, the mobilization procedure will remain at the previous level. Those subject to military service will continue to be served with summonses in accordance with the Law of Ukraine “On Mobilization Training and Mobilization”.

According to the current legislation, men aged 18 to 60 with service experience or military education, who are recognized as fit by the Military Medical Commission (MMC), will be called up first.

Also, persons without combat experience aged 25–60 may be involved in mobilization, except those who have a deferment or reservation.

A special group consists of citizens who were previously removed from military registration but, after a re-examination by the MMC, received the status of fit. This also applies to those who have had their “limitedly fit” status revoked.

At the same time, men over 60 may be involved in service in non-combat positions.

What are the conscription options for those over 25 and under 60?

The law defines the basic age for mobilization as 25 to 60 years.

However, service members over 60 years of age have the opportunity to sign a one-year contract voluntarily, if the Military Service Commission confirms their suitability.

Young people aged 18–24 can also sign a one-year service contract, receiving financial support and social guarantees from the state.
In the context of the long-term mobilization of Ukrainian conscripts, the laws include several cases where citizens may be exempted from service in the Armed Forces of Ukraine or receive a deferment.
