The court has ordered Dmytro Zagumenny to be placed under 24-hour house arrest until November 28.

According to the Kyiv prosecutor’s office, Zagumenny is suspected of using forged documents to organize personal trips abroad, passing them off as business trips. Among such trips are trips to Barcelona in 2023 and to Florence in 2024, where he allegedly went with his family.

The charges are brought under three articles of the Criminal Code of Ukraine:

Part 3 of Article 358 — forgery of an official document of an enterprise, committed by a group of persons in a prior conspiracy; repeated forgery of a document;
Part 4 of Article 358 — use of a knowingly forged document;
Part 1 of Article 366 – entering knowingly false information into official documents by an official.
The court set the term of the preventive measure and suspension from office until November 28, 2025. During this time, Zagumenny remains under house arrest and cannot perform his official duties, which significantly limits his movement, as reported in the Telegram channel.

A pre-trial investigation is underway under the leadership of the Kyiv City Prosecutor’s Office. The investigation is being conducted by the Main Directorate of the National Police in Kyiv with the assistance of the Main Directorate of the Security Service of Ukraine.

It is noted that during the investigation, it was established that Zagumenny organized trips abroad using forged invitations and documents that gave him the right to travel. Investigators emphasize that the official’s actions were aimed at personal gain, since these trips were private and included members of his family.

The investigation is ongoing, and investigative actions are being conducted to establish all the circumstances of the case. Zagumenny has the right to appeal the preventive measure in court within the time limit specified by law.

The Commercial Court of Kyiv supported the prosecutor’s office, ordering the return of the land plot to the communities on which commercial premises were built without appropriate permits, canceling all illegal contracts and registrations.
