Additional financial assistance for low-income people to pay for utilities
The state provides support to low-income Ukrainians in the form of subsidies and benefits to cover the cost of utilities. However, other types of assistance approved at the local budget level are also possible.
For example, in Odessa there is a program that helps citizens who have debts for gas, heating, water supply and other services. The relevant information was published on the city council website.
Cash payments cover debts for housing and communal services and are aimed at citizens who found themselves in difficult conditions due to the war and cannot pay their bills in full. Applications are considered by a specially authorized commission, which also provides recommendations for receiving targeted support.
As part of the City Target Program, which operates from 2024 to 2028, it is planned to assist low-income individuals. Similar support may be available in other cities, but it should be clarified with local administrations. For example, in Dnipro, people with disabilities who do not receive subsidies can count on 700 UAH per month during the heating season.
