Reserve+ or TsNAP: who will apply for a deferral in person, and who has access to the online service

As part of the Ministry of Defense and the government’s plan, a significant update to the deferral system was launched to reduce the burden on military commissariats and simplify procedures for Ukrainian citizens. Now, many applicants can count on automatic deferral extensions, while others can submit their documents through the Reserve+ service.

According to the new rules, which took effect on November 1, the only offline method for some categories of persons through the Centers for Administrative Services (CASS) remains.

Major updates from November 1

The new procedures highlight several significant innovations:

Those whose information is available in state registers and does not require ongoing updates will be able to apply for an automatic extension of the deferral.

The primary method of submitting documents has become processing through the Reserve+ platform.

For persons without access to mobile technologies or with paper documents, the option to submit applications to the CASS remains.

From November 1, 2025, applications will be available at any ASN, regardless of the person’s registration.

Who can apply for a deferment through Reserve+?

Online services are available for 10 categories of applicants. The following can apply for a deferment online:

persons with disabilities;

temporarily unfit for service (with an electronic resolution of the Military Commission);

parents of children with disabilities under the age of 18;

parents of adult children with disabilities of groups I-II;

persons who have a spouse with disabilities of groups I-II;

military men and women raising a child;

parents of three or more children;

single parents of children under 18;

students and postgraduates;

employees of higher and vocational educational institutions.

The Ministry of Defense noted that it is planned to expand the range of deferments in digital format. The next category will be people who care for parents with disabilities.

Who needs to apply to the ASC?

If the chosen form of deferment has not yet been integrated into Reserve+, or if a person does not have the opportunity to apply online, they can use any ASC. This applies to:

Guardians of children with disabilities under the age of 18;

Persons caring for seriously ill children without an established disability;

Adoptive parents and families caring for orphans;

People who constantly care for seriously ill relatives;

Guardians of incapacitated persons;

Persons who have a spouse with a disability of group III;

Those whose parents or parents of spouses have a disability of groups I-II;

Relatives caring for persons with disabilities;

Other persons subject to military service by law;

Whose education does not include participation in the educational process;

Persons whose relatives died or went missing in military conflict;

Families of Heroes of Ukraine awarded posthumously;

Persons who were persecuted due to the aggression of the Russian Federation;

Conscripts under 25 years of age who underwent military training;

Military personnel who returned from captivity.

Documents for the Central Military District

To apply to the Central Military District, you must have:

RNOKPP;

documents confirming the grounds for the postponement (originals or notarized copies).

The Central Military District administrators will transfer the documents to the CCC via the “Diya” portal.

In the event of a favorable decision, the applicant will be notified by phone and will also be able to receive a new registration document. It can be downloaded from Reserve+ or on the “Diya” portal.

If refused, the CCC will send an email with information about the reasons.

Important aspects

Applications can only be submitted in person – representatives cannot act on behalf of an individual.

The applicant is responsible for the accuracy of the data provided.

A paper application cannot be submitted from abroad.

Confirmation of submission – a description of the incoming document issued by the ASC administrator.

Starting November 1, 2025, it will become easier for Ukrainians to receive a deferment from mobilization.
