Assistance for winter utility costs: new payments for Ukrainians – who will benefit from them

By the end of November 2025, Ukrainians of specific categories in Ukraine will be able to receive financial support for heating costs. This initiative is being implemented with the assistance of the Danish Refugee Council and the Swiss Agency for Development and Cooperation. This was reported by the charitable foundation “Pomagayem”.

Residents of the Vilniauska urban and Novomykolaivska settlement territorial communities in the Zaporizhia region will receive assistance. In total, financial support will be provided to 462 families from socially vulnerable groups.

Payments are intended for the following categories of households:

– foster and adoptive families, family-type orphanages, and adoptive parents;

– large families;

– families whose housing has been damaged by shelling in the last six months;

– families with children under three years old;

– families with people with disabilities or older people (60+);

– households with members suffering from severe or chronic diseases (with medical certificates);

– internally displaced persons.

Registration for the program will remain open until November 28 of this year. Local administrations will create lists of candidates; however, inclusion on the list does not guarantee payment – the final decision will be made after a thorough check.

Among the main selection criteria is the level of income: the average family income cannot exceed 8.5 thousand UAH. Also, those who have already received similar payments for payment of utility services within the last six months cannot count on assistance.
