Deferral not for everyone: who will no longer receive student status protection

In Ukraine, they plan to change the rules for granting deferrals from mobilization for students. Former Deputy Minister of Education Mykhailo Vinnytskyi announced this information.

According to him, there are men aged 35 to 40 who abuse the gaps in the system. They declare the loss of their old diploma and enroll in vocational and technical educational institutions without taking exams to obtain the right to defer.

“We have an interesting phenomenon when a person aged 35-40, who received a diploma before the introduction of the electronic registry, claims that he lost the document. After that, he enters a vocational and technical educational institution without exams, because there is no need to pass the NMT, and thus acquires the right to deferral,” Vinnytskyi explained.

According to the draft law, age restrictions are planned: men over 25 years old who receive education in the field of vocational or professional pre-higher education will not have the right to deferral.

“This will apply to adult men who already have a previous education, but are trying to use the vocational education system to avoid conscription,” he added.

Vynnytskyi also noted that this is not only about the Cabinet of Ministers’ resolution under discussion, but primarily about the bill currently being developed.

“The Verkhovna Rada will still consider this issue,” he emphasized.

Meanwhile, the Verkhovna Rada has also registered a bill that restricts travel abroad during martial law for those who violated the rules of military registration but received preferential reservations.
