New rules will expand the capabilities of the CCC: mobilization will affect a larger number of men

On November 1, Ukraine introduced new rules for submitting documents to defer mobilization. This significantly changes the procedures for those liable for military service and simplifies the process for territorial recruitment centers (TCC). As noted by lawyer Roman Simutin, the innovations have affected the procedure for persons requiring a deferment.

Previously, men with legitimate grounds for a deferment could submit a written application, along with supporting documents, directly to the TCC. If the center’s employees refused to accept the documents, this could be documented by contacting the hotline, which would serve as evidence for a possible appeal of the mobilization decision.

However, since the beginning of November, these rules have changed. Now, an application for a deferment can be submitted exclusively through the Center for Administrative Services (CASS). This means that even if a conscript has all the necessary documents, the TCC will not accept them unless they are submitted through the CASS. If a person is delivered to the CCC without a postponement, there will be no opportunity to submit documents on the spot, which may result in unavoidable mobilization.

The lawyer advises acting proactively, submitting documents through the ASC on time, or sending them by registered mail. After submission, it is essential to save the “description of the incoming package” issued by the ASC, as it confirms the timeliness of submission and the completeness of the set of documents, such as certificates and acts.
