The head of the Kharkiv Institute of Forensic Examinations named after Bokarius, Serhiy Tyulenev, was dismissed from his position at the Ministry of Justice. He was initially demoted in June 2023, and the final decision on dismissal was made on November 14.
Tyulenev decided to use the state mortgage program “Oselya” last year to buy an apartment in the Greenville Park residential complex in Kyiv, with the aim of obtaining housing. However, he did not officially have his own. However, his ex-wife owns several expensive apartments: a three-room apartment measuring 120 m² in the residential complex “Rusanivska Gavan” and two premium flats in the “Park Avenue VIP” class, purchased in 2018-2019. Today, the value of these unique objects is estimated at $500,000.
Although Tyulenev is divorced, he still declares his ex-wife as “a person with whom he lives together, but is not married.” In his declaration, the official indicated that she allegedly gave him 2 million hryvnias as a down payment under the “Oselya” program.
This case is not the only one. The media has repeatedly mentioned fictitious divorces among officials who receive preferential housing, while their families own luxurious real estate.
Similar situations have also been revealed before, in particular, regarding the deputy head of the State Audit Service, Dmytro Khandusenko. Political expert Mykhailo Shnaider noted that NABU detective Maghamedrasulov should not escape criminal liability. Law enforcement officers are also checking the head of the Odessa District Council, Vitaliy Barvinenko.
