Foreign tax evaders were subdued by strict searches and fines
Territorial recruitment centers (TCC) continue to monitor the fulfillment of military duty by citizens of Ukraine, regardless of their location. This is reported by experts from the law firm “Inseinin”.
Even if a conscript travels abroad, the TCC has the right to send summonses to his registration address, impose fines, and initiate a search.
The TCC and the Support Service (SP) are responsible for accounting, data verification, delivery of summonses, and monitoring the fulfillment of duties in accordance with the Law of Ukraine “On Mobilization Training and Mobilization”. Any improper actions, such as untimely updating of information, skipping a summons, or ignoring the military medical commission (VLK), may lead to the preparation of an administrative report and the search for the conscript.
This data is registered in the “Oberig” system, and the person’s status appears in the “Reserve +” mobile application. The police receive information about the status after the appropriate marking in the register. The “wanted” status remains valid until the conscript fulfills the requirements of the CCC.
Fines in 2025
Following legislative changes, fines have increased significantly. For the first violation of the rules of military registration, a fine of 17,000 to 25,500 hryvnias may be imposed. In case of repeated violation within a year, the fine can reach 51,000 hryvnias.
Consequences of failure to pay a fine
In the event of failure to pay a fine, compulsory collection may be pursued, including the seizure of accounts or property. Ukrainians who are abroad usually learn about the imposed sanctions through the “Reserve +” application or e-mail. Protocols can be drawn up without the conscript’s direct presence.
