State Border Guard Inspector Charged with Illegal Transportation of Conscripts to Moldova

Employees of the State Bureau of Investigation, together with the Internal Security Department of the State Border Guard Service, completed a pre-trial investigation into a border guard who created an illegal channel for the transfer of military conscripts across the state border with Moldova. The indictment has already been sent to court.

According to the press service, during the investigation, it turned out that after a year of service at the border, this official decided to use his knowledge for personal enrichment. He knew the duty schedules, patrol routes, and the area’s peculiarities, so he found two people who wanted to leave the country illegally. For 9 thousand US dollars, the border guard promised to deliver them to Moldova in his car outside the checkpoints.

In September 2025, law enforcement officers detained him while receiving the full amount for this “service. Currently, the detainee is under house arrest and is charged under Part 3 of Article 332 of the Criminal Code of Ukraine, which concerns the illegal transfer of persons across the border.

The suspect paid bail of about 1 million hryvnias, which, at his request, was sent to support the Armed Forces of Ukraine’s defense capabilities. Sanctions under this article may include imprisonment for up to 9 years and the confiscation of property.

The procedural management is carried out by the Bilhorod-Dniester Specialized Prosecutor’s Office in the Field of Defense of the Southern Region.
