Immediate cancellation of deferment from mobilization: the government changed the reservation conditions

The government has changed the reservation rules for military personnel. Now, the deferral can be automatically canceled if the organization loses its critical status.

The Cabinet of Ministers has expanded the list of organizations entitled to reserve employees, adding employees of the Ukrainian Red Cross Society and Ukrainian non-governmental organizations that implement humanitarian projects with the support of international donors.

Special conditions have been established for the specified categories: the deferral is canceled automatically in several cases – upon completion of the project, termination of the contract, or exclusion of the organization from the special register.

Previously, the Ministry of Defense could independently increase the staff reservation limit by more than 50%, but now such a decision is possible only with the Interdepartmental Working Group’s agreement.

Critically important enterprises will be able to submit applications for reservation through the “Diya” portal by February 1, 2026, which, according to the Ministry of Digital Affairs, should significantly speed up the process.

These changes are designed to make the reservation system more transparent while, at the same time, strengthening organizations’ responsibility for loss of status.

It is also reported that martial law and general mobilization in Ukraine have been extended until February 3, 2026, and some categories of citizens may receive a reservation from the draft. On December 4, 2025, new conscription rules for military personnel also came into force.
