Ukraine plans to introduce a new tax: what are the proposals?

People’s Deputy Roman Kostenko has proposed introducing a new targeted tax in Ukraine at a rate of 2–3% of citizens’ income to provide financial support to the military after the end of the war.

He justified his initiative by citing concerns about social justice for military personnel participating in hostilities. Kostenko noted that a system of long-term deposits is planned, in which each soldier will open a personal deposit account to which funds will be credited during their service.

“I proposed not to withdraw these funds now, but to open deposits for all soldiers so that they can use them after the war. You will pay them twenty, and thirty will be “dripped” to them. After the war, this money can be used for education, repayment of loans, children’s needs, or the purchase of a car. Even children will be able to use these funds,” he explained.

Kostenko emphasized that during the war, most of the population is not involved in hostilities, with only a small number actively fighting. He noted that in Ukraine, where the population is about 40 million, only about a million people are participating in the war. “We will introduce a tax of 2-3% so that all 40 million pay it to our defenders. This should become a sign of respect and a tribute to the debt,” the MP added.

Kostenko also emphasized that although the state may not currently provide full financial support to the military, after the war, they will receive real resources to rebuild their lives.
