The Verkhovna Rada is developing a bill on elections in wartime

Ukraine has begun preparations to adopt a draft law that will regulate elections even in wartime.

The Speaker of the Verkhovna Rada, Ruslan Stefanchuk, announced that this document will be a one-time document and will apply only to elections during wartime.

A working group has already been created to develop the relevant legislation. It will be headed by the First Vice Speaker of the Parliament, Oleksandr Korniyenko.

This group will include representatives of all factions and deputy associations, members of the public sector, and representatives of the Central Election Commission.

The main goal of the working group is to develop transparent and safe mechanisms for holding elections during martial law.

Among the key issues planned to be discussed are:

The possibility of voting for military personnel;

the participation of Ukrainians who are outside the country in the elections;
the organization of elections in conditions of occupation of parts of the territories;
The admission of foreign observers to monitor the electoral process.
The Parliament will focus on security and technical aspects of organizing elections in conflict conditions.

Additionally, emphasis will be placed on ensuring trust in the electoral process. The draft law should guarantee the integrity, accessibility, and legitimacy of the expression of will.

The timing of the document’s preparation is not yet known. The Rada notes that the process will be open with the involvement of all interested parties.

Earlier, the Verkhovna Rada announced the creation of a working group that will consider the possibility of holding presidential elections during martial law, an agreement on which was reached during preliminary consultations.
