New automated mobilization rules will be introduced in Ukraine from January 1

In 2026, Ukraine will undergo significant changes to its mobilization process, including the transition to fully digital registration of military conscripts. Lawyer Roman Simutin announced this on his social network.

According to the lawyer, notification of summonses through the “Reserve +” application is only a visible result of larger reforms. In fact, we are talking about completing the transformation of this service into a fully functional electronic cabinet for military conscripts, which will serve as the main channel of communication between citizens and territorial recruitment centers (TCKs).

Simutin also noted that the state already has most of the population data. This became possible thanks to the launch of the Unified Information System of the Social Sphere, which combined information from more than 30 state registers.

Digital control of the state

Previously, it was planned to require all military conscripts to create legal email accounts. Still, after an adverse public reaction, it was decided to abandon the automatic creation of electronic mailboxes and the issuance of summonses. Instead, a strategic approach was chosen with the gradual introduction of digital solutions.

The functionality of “Reserve +” is constantly expanding:

Initially, an electronic military registration document was introduced.
Later, the possibility of online registration of deferment, updating personal data, booking, paying fines, and removal from the wanted list appeared.
Prospects for changing the mobilization system in 2026

Currently, according to Simutin, obtaining a deferment mainly occurs through the Central Service Center or thanks to the “Reserve +” application. Recent government decisions confirm the chosen path. Notifications about sent summonses appeared in the application, and electronic military registration documents have become the main ones for conscripts and reservists.

At the same time, the human rights activist notes that even those who do not use “Reserve +” will not be able to avoid digital control. Thanks to the integration of state registers, territorial recruitment centers will have access to all necessary information about those liable for military service, regardless of their registration in the application.
