Utilities will become more expensive: which bills will increase
Despite declining inflation in Ukraine, utility bills for many families continue to rise.
According to the State Statistics Service, the annual inflation rate decreased to 9.3% in November 2025, down from 10.9% the previous month. However, utility costs increased by an average of 2.3% over the year, with the increase uneven.
From December 2024 to November 2025, a particular burden on Ukrainian budgets was placed by services for the management of apartment buildings, the cost of which increased by 10.9%.
Other services that also became more expensive:
removal of household waste – +6.3%;
maintenance and repair of housing – +3.2%;
water supply – +0.7%;
sewage – +0.6%.
Which tariffs remained stable
Despite overall inflation, the prices of some key public services remained unchanged during the year. In the period from November 2024 to November 2025, the tariffs for:
electricity (tariff fixed at the end of 2024);
natural gas;
hot water and heating.
Thus, although overall inflation is slowing, some utility services are still becoming more expensive, obliging Ukrainians to monitor their payments more closely.
