Volodymyr Izotov receives a monthly pension of 219 thousand: how did he manage it?

Volodymyr Izotov, a former prosecutor of the Kirovohrad region, receives a monthly pension of 219 thousand hryvnias at the age of 44. He retired at 41 after 20 years of work.

This amount significantly exceeds the average salary in the country and the official income of the Prosecutor General. How was this possible?

The court decided to award Izotov a pension in accordance with norms that had already been abolished. The court recognized that when he was hired, he had a reasonable expectation of early retirement with high benefits.

Thus, he was awarded a pension equal to 90% of the calculated amount. In 2024, he submitted a certificate to the Pension Fund stating that his salary, including allowances, was about 78 thousand hryvnias. Based on this, the pension should have been approximately 70 thousand.

However, he provided another certificate indicating that from 2016 to 2021 his income amounted to 9.9 million hryvnias. This amount was divided over 60 months; his salary and allowances were added, and a 90% pension was calculated from the total. This is the amount he is currently receiving.

His official declaration for the same period indicated only 2.6 million hryvnias of income. Despite these discrepancies, the court ruled in favor of the prosecutor.

This case is not an isolated one. An analysis of more than 9,000 court decisions from 2025 shows that so-called special pensioners often have restrictions overturned in court and have their payments increased. Although temporary limits should be in effect, the courts cancel them en masse.

Similar situations are observed among judges, who, after retirement, can receive 200, 300, or even 390 thousand hryvnias per month. Taking into account the status of “honorable retirement” allows you to avoid liability while maintaining lifelong payments.

Such a system, which was supposed to ensure independence and stability, has actually become a tool for enriching individual officials.
