Check which dollars will not be accepted at exchangers

Many Ukrainians choose to keep their money in dollars or euros, but not all banknotes are accepted without problems at exchange points. As of February 2026, the refusal to exchange is more often associated with the physical condition of banknotes than with their year of issue.

According to the National Bank, all dollar banknotes issued after 1914 by the US Federal Reserve System are recognized as payment. This means that even old banknotes remain valid, and the refusal to exchange due to the “wrong year of issue” is a violation of regulations.

The regulator emphasizes that banks and non-bank institutions do not have the right to impose restrictions on the denomination or year of issue of foreign currency if that currency is legal tender. Therefore, exchange points are obliged to accept such banknotes.

At the same time, institutions may refuse to exchange if the banknotes are seriously damaged, for example, badly worn, torn, dirty, or raise doubts about their authenticity. Such banknotes cannot be exchanged directly; they must be handed over for collection and subsequently exchanged through a foreign bank.

Possible consequences for exchangers

If a bank or exchange office fails to comply with the requirements of the legislation on currency exchange operations, the National Bank may impose sanctions. Fines for banks can amount to up to 400 thousand hryvnias, and for non-bank financial institutions – up to 5% of their capital.

In addition to financial sanctions, the regulator may restrict certain currency transactions or temporarily revoke a license. If a client faces a refusal to exchange, it is recommended that they first contact the institution’s management and, if the issue persists, file a complaint with the National Bank of Ukraine.
