Pensioner payments will increase by UAH 1,038 in February
Since the beginning of 2026, the subsistence minimum for persons of retirement age has been increased in Ukraine, leading to an automatic increase in some pension supplements, particularly for those who need external care.
## Who is entitled to a care supplement
According to the new regulations, the amount of pension supplements will increase for those without non-disabled relatives and who are unable to provide for their basic needs on their own. This payment is provided monthly to pensioners by age, subject to compliance with certain criteria:
– The pensioner has reached the age of 80 years or more.
– Regular care is required according to a doctor’s opinion.
– There is no declaration of receipt of a disability pension or other social benefits.
– There are no non-disabled relatives ready to provide material support (children, grandchildren, great-grandchildren).
## Amount of the allowance in 2026
According to current legislation, the care allowance will be 40% of the subsistence minimum for non-working citizens. In 2025, this figure was 2361 UAH, which corresponded to a surcharge of 944.4 UAH. After the adoption of the Law “On the State Budget for 2026”, the subsistence minimum increased to 2595 UAH, and therefore, the allowance will now be 1038 UAH. As a result, state support increased by 93.6 UAH compared to last year.
## How to apply for an allowance
To receive a monthly payment, a pensioner must contact a medical institution, where a medical advisory commission will determine whether external care is needed. Based on this conclusion, the citizen submits an application to the Pension Fund requesting the establishment of an allowance.
The following documents must be attached to the application:
– Passport and identification code of a citizen of Ukraine.
– Medical certificate on the need for care.
– Documents confirming the absence of disability benefits.
After reviewing the submitted documents, the Pension Fund will decide on the appropriate allowance.
