Pensioners will be provided with a decent life: important decisions are on the horizon
Ukraine is developing significant changes to the pension system that should ensure decent welfare for older people. The main goal is to establish a minimum pension of at least 6,000 hryvnias.
Minister of Social Policy Denys Ulyutin spoke about new approaches to reforming the system.
The proposed changes are based on three key principles. The first is to prevent poverty among pensioners. The second is to more fairly calculate the length of service for those who have worked for a long time for a small salary. The third is to transition from special pensions to accumulation mechanisms for professional groups.
The Ministry of Social Policy is currently conducting in-depth financial and demographic studies with forecasts extending beyond 10 years. The department emphasizes that the changes must be economically justified to avoid a temporary increase in payments without the prospect of future stability. After the modeling is completed, the reform project will be presented for public discussion.
Several implementation scenarios are being considered. One of them involves a gradual implementation: first establishing a guaranteed minimum pension, and then eliminating imbalances in the system for different groups. Another option is to introduce changes for all pensioners simultaneously.
The ministry reports that it plans to make the necessary decisions this year. However, final decisions will depend on financial capabilities and coordination with the relevant authorities.
We remind you that pensioners were recently recalculated, as a result of which some received a 1,500-hryvnia increase in their pensions. The issue of early retirement is also being discussed, which may be relevant in 2026.
