How to register employees for exemption from mobilization through “Diya” in 2026

In March 2026, the mobile application “Diya” will introduce a new function to book military personnel for mobilization, even if there are unresolved issues with territorial recruitment centers (TCC).

According to the new rules, enterprises important to the defense industry will be able to temporarily book their employees, even if their records are incorrect or missing, or if the TCC wants them. The booking period will be 45 days, ensuring the uninterrupted operation of enterprises critical to the Armed Forces of Ukraine.

How to make a reservation? A reservation is provided to employees of strategic or economically critical enterprises for up to 6 months, after which it must be extended. This innovation will streamline processes for companies whose employee data is incomplete or incorrect.

What if the TCC wants an employee? Employees who have received a wanted status for reasons such as refusing to undergo a medical examination or failing to fulfill military registration obligations may be booked for up to 45 days. This will allow the enterprise’s operations to be supported without negative consequences.

Who can obtain a reservation? According to the new rules, the right to a reservation is granted to employees of critical enterprises that ensure the production of goods or services necessary to Ukraine’s defense capability. This includes companies operating in the defense industry and infrastructure that support the functioning of the population and the work of the Armed Forces.

What is important to know about traveling abroad? Having a reservation does not automatically grant the right to travel abroad. The deferral status will be checked, and each departure case will be considered individually. It is important to follow the general rules agreed with the Ministry of Defense and the State Border Guard Service.

What documents are required for a reservation? To obtain a reservation, the employee’s data must be entered into electronic registers, such as “Oberig”. Paper documents, even if signed by the employer, may not confirm the status unless entered into the system. You should also check the reservation’s validity period.

When can a reservation be canceled? A reservation can be canceled for various reasons, such as the loss of a critical enterprise’s status or the expiration of the reservation period. If an employee is fired or the employment contract expires, the reservation will also be canceled.

How to check the status of a reservation? You can check the status through the “Reserve+” application or in your personal account on the “Diya” portal. If the reservation information is not updated in the registers, paper documents will not be considered confirmation of status.
