Expert identifies real cause of blackouts, regardless of weather

Discussions are intensifying in Ukraine regarding the energy system and its dependence on natural factors such as the sun, wind, and precipitation. However, according to housing and utilities and energy expert Oleg Popenko, fears about the “critical vulnerability” of the energy system on cloudy days are more of a myth than a real threat.

Speaking on the “PolitExpert” project, published on the Popenko PRO YouTube channel, the expert noted that natural fluctuations in electricity generation due to weather changes are a normal process observed in all countries of the world. “This is a normal situation. We should understand that this is not a dependency or a trap – it is simply natural,” he emphasized.

Popenko emphasized that the main problem lies not in the weather, but in the insufficiently thought-out implementation of environmental initiatives and green energy policies at the state level. He compared the situation in Ukraine with other countries that successfully cope with changes in natural conditions thanks to effective planning and the creation of reserve maneuvering capacities.

“Today there are sunny days, tomorrow there are no sun, there may be rain, but there is wind – and this is normal. The issue is the correct implementation of environmental programs,” he summed up, noting that problems with energy deficits are often associated not with weather conditions, but with management errors and insufficient planning.

The expert emphasized that to ensure the stability of the energy system, quality management and the availability of reserve capacities are important, not fear of natural conditions. According to him, Ukraine has all the necessary technologies for balancing generation, but the implementation of green energy is often fragmented and does not take into account the possibility of maneuvering during sudden weather changes.

Popenko called on relevant departments not to blame the weather for the emergence of problems, but to focus on effective planning and development of reserve capacities. “It is necessary to create a system that will not depend on weather conditions and will adapt to any changes,” he concluded.

As a reminder, in Ukraine, some of the power units of nuclear power plants have been taken out for repairs. Possible schedules of power outages for the spring and summer periods are also being discussed, with the hope of a future without power outages.
