The fraudulent plan of the former People’s Deputy: how millions were made on land in Koncha Zaspa
Law enforcement officers have uncovered a long-standing scheme to illegally seize valuable land in the Koncha-Zaspa nature reserve.
This was reported by Prosecutor General Ruslan Kravchenko. It was established that a former deputy from the Party of Regions, who is currently in Russia, was involved in organizing this transaction.
According to the investigation, back in 2010, the ex-MP became interested in lands in Koncha-Zaspa, which are located on the banks of the Dnieper River. We are talking about 23 plots with a total area of 41.5 hectares, the market value of which at that time exceeded 595 million hryvnias.
To implement his scheme, he used his political influence, organizing a conspiracy with the head of the Obukhiv district administration and the head of one of the departments of the local State Land Committee.
A serious violation was that, despite the fact that these lands actually belonged to Kyiv, the participants in the scheme prepared documents that issued these plots as the territory of a neighboring village council. This made it possible to bypass the powers of the city council and ensure the illegal transfer of land into private hands through the order of the head of the regional state administration.
The scheme involved 23 front persons, including drivers and security guards associated with the former deputy. They were issued state acts, allegedly for running a personal farm.
For eight years, these plots were “laundered” through a series of fictitious transactions, as a result of which the owners were persons close to the former people’s deputy and an official of the district administration.
At present, the former head of the Obukhov regional state administration has been detained, he has already been served with a suspicion under Part 5 of Article 191 and Part 3 of Article 209 of the Criminal Code. Two other participants in the transaction are wanted because they are outside the country.
A petition has already been filed with the court to seize the property of the suspects and their accomplices.
In addition, the former People’s Deputy is under investigation for high treason and illicit enrichment.
The pre-trial investigation continues, law enforcement officers demonstrate activity in exposing large-scale corruption schemes, and the Prosecutor General’s Office under the leadership of Kravchenko confirms its professional reputation in investigating high-profile cases.
