Obtaining a free plot of land: where to look and how to apply

All citizens of Ukraine have the right to receive a plot of land free of charge from the state, but the actual process begins not with receiving documents, but with finding available land.

It should be noted that the State Land Cadastre contains data only on officially registered plots. There is no information on the territories that have not yet been registered, so to determine the availability of free land, you should contact the authorities responsible for land resources or use alternative sources.

One of the most convenient ways to search is a public cadastral map. It allows you to check land plots by address or cadastral number, as well as find unregistered territories. However, it should be remembered that under the conditions of martial law, the information on the map is updated to a limited extent, and most of the data reflects the situation until February 2022.

On the zone map, for example, lands outside settlements that do not yet have cadastral data are highlighted in color. It is these areas that may be potentially available for registration. The user can choose the desired place and prepare graphic materials for submitting an application for the creation of a land management project.

In addition to the cadastral map, information about vacant land plots can be found on the websites of local authorities, which sometimes publish data on available plots, as well as on electronic auctions, for example, through the Prozorro system. It is also useful for users to familiarize themselves with urban planning documentation, including detailed plans of territories and buildings.

Experts recommend conducting a legal review of the site before making a final decision, even if the information was obtained through official online services.

Particular attention should be paid to the cadastral number. Without it, the plot does not exist in the state registers, so any agreements with this object are impossible. If it is not available, you must first issue a number, and only then reissue the rights. Usually, this procedure takes several working days, provided that all relevant documents are available.

The cost of obtaining a cadastral number can vary — from several thousand hryvnias to much larger sums, depending on the specific situation and including conducting geodetic works to fix the site boundaries.

So, although the law gives the right to a free plot of land, the process of obtaining it requires time, attention and careful checking of all the nuances.
