Construction of a civil defense facility near the Oliyiv ASC – how long will the work last?
The Oliyivka village council emphasizes the importance of building a civil protection facility that serves as a local ASC. What are the next steps in this initiative?
In April 2023, representatives of the Oliyivka village council expressed the need to build shelter facilities. This call also includes the construction of a dual-purpose facility that will house the local ASC.
Considering the need, the preliminary construction project was approved during the village council session under decision No. 1534 of May 1, 2023.
The developer is the company “ARTHOUSE,” which has repeatedly requested the village council extend the construction period under the customer’s control.
In the first request dated July 3, 2024, the company requested an extension until December 31, 2024. In the second request of December 18, 2024, the deadlines were set until April 30, 2025. The same information was provided in a journalistic request on January 6, 2025.
On December 27, 2024, the customer and the contractor concluded an additional agreement extending the construction period until April 30, 2025, subject to control over the work performed.
In response to a journalistic request from the editorial office of “Stop Corruption TV,” a response was received from the Oliyiv village council to extend the deadline to April 30, 2025.
Completion of the construction is subject to verification of the documentation related to the work performed.
The original contract states that the cost of construction is UAH 36 million, but local journalists’ investigation revealed that this procurement was conducted without electronic bidding, which is a violation of the law.
Thus, the final payments for the work will be made only if the funding is received. The procedure will be based on KB-2B and KB-3 acts signed by authorized customer and contractor representatives.
Recently, in the Zhytomyr region, a lyceum in the village of Novoozeryanka, Olevsk community, was damaged after a solid fuel boiler exploded. It also needs to be restored.
In addition, a tender worth more than two million hryvnias was announced in Olevsk despite the city council already raising funds to repair the local children’s and youth sports school.
