Restrictions on culture and weapons: Zelensky signs new NSDC decrees
Ukraine’s President Volodymyr Zelenskyy has signed two decrees imposing personal sanctions against Russian citizens and foreign companies cooperating with the aggressor country.
The Decrees No. 246 and No. 247 were published on the president’s official website. They concern, in particular, Russian cultural figures who openly support the war against Ukraine, as well as individuals and legal entities associated with the Russian missile program.
Decree No. 246 contains restrictive measures against 20 Russian citizens, including well-known actors, musicians, and athletes, including:
- Irina Apeksimova – actress and director
- Sofia Velikaya – fencer
- Elena Vyalbe – skier
- Vitaly Gogunsky – actor
- Nikita Dzhigurda – actor
- Yaroslav Dronov (SHAMAN) – singer
- Yegor Konchalovsky – film director
- Oleg Kuklachev – actor
- Oscar Kuchera – actor
- Denis Lebedev – boxer
- Yevhen Mironov – theater actor
- Nikita Nagorny – gymnast
- Alexander Pankratov-Chorny – actor and director
- Sergei Polunin – ballet dancer
- Ruslan Provodnikov – boxer
- Nikolai Rastorguev – singer
- Alexander Rosenbaum – singer
- Igor Sukachev – musician, actor and director
- Nikolai Tsiskaridze – ballet dancer
- Roman Chumakov (Zhygan) – rapper
A separate decree No. 247 imposes sanctions on 60 legal entities and 39 individuals involved in producing Russian missiles. The list also includes companies registered in China.
The sanctions include asset freezes, restrictions on trade, suspension of financial obligations, a ban on capital withdrawals from Ukraine, the revocation of state awards, and a ban on broadcasting media products in the country.
These decisions underscore Ukraine’s commitment to continue the fight against aggression by isolating those who support it on various fronts.
