Purchase of blocks and slabs in Kherson for 3.8 million without Prozorro from the suspect in the case

The Department of Civil Protection of the Kherson Regional State Administration has concluded two contracts with Planeta RS for about 3.8 million hryvnias. The purchases were made directly without competition and without the Prozorro electronic system.

According to the published information, these contracts concern the supply of 800 foundation blocks and 200 road slabs. All products should be delivered by the end of 2025.

The company Planeta RS is also involved in the investigation into the embezzlement of budget funds related to a defense contract concluded with the same department in August 2024. It is known that the officials could overpay almost twice for slabs intended for the arrangement of defensive positions.

Currently, this company is one of the largest contractors of this department. In total, contracts with it amount to 21.6 million hryvnias, most of which were signed without open bidding.

One of Planeta RS’s owners is Lyudmila Romanova, the wife of Roman Romanov, who headed the state concern Ukroboronprom from 2014 to 2018.

Kherson MP from the banned pro-Russian party Serhiy Sorokunskyy transferred food to the Russian army and helped the occupiers export Ukrainian grain.

On March 7, the Dniprovskyi District Court in Kyiv decided to apply a preventive measure: bail for Serhiy Sorokunskyy.

On March 12, law enforcement officers re-arrested Serhiy Sorokunskyy after his previous release on bail.
