Traveling abroad during mobilization: which men can leave the country

Mobilization is ongoing in Ukraine, and strict rules have been established regarding leaving the country for those liable for military service. However, lawyer Diana Ternova reported that there are certain exceptions under which men can travel abroad with their family members.

In particular, a man liable for military service has the right to leave the country with his wife if she is a disabled person of group I or II. To do this, you must provide supporting documents certifying family ties and disability status.

It is also possible to accompany the wife’s parents abroad if they have a disability. Documents confirming family ties, a disability, and living together or providing care are essential.

Men who officially care for persons with disabilities of group I or II also have the right to travel abroad with their wards. To do this, you must provide either an act of recognition of the fact of care or confirmation of receiving compensation for the care provided.

Parents, guardians, or adoptive parents raising children with disabilities may accompany them abroad. This applies to children under 18 or adults with a disability of group I or II who are dependent on a conscript.

If a grandmother, grandfather, brother, or sister wants to accompany the child, they must not be subject to mobilization.

Men who are official guardians of incapacitated persons with disabilities may travel abroad with them if there is a court decision confirming the guardianship status.

Employees of institutions for people with disabilities who accompany persons in need of constant care deserve special attention.
