University admission without NMT: for whom mandatory testing was canceled in 2025
The admission campaign continues in Ukraine, during which special rules are established for some graduates. The Ministry of Education and Science reported that individual applicants can enter higher education institutions without passing the national multi-subject testing.
Deputy Minister of Education, Mykhailo Vynnytsky, noted that this special procedure applies to Ukrainian citizens living in temporarily occupied territories. Individual interviews have been organized for them, which will replace the NMT. This opportunity is provided by the educational centers “Donbas-Ukraine” and “Crimea-Ukraine”. This is an excellent chance for children from the occupied regions to continue their education in Ukraine, despite the war and difficult circumstances.
He also noted that the number of applicants from the occupied territories is decreasing every year. War, fear, and difficulties with leaving prevent these children from building their future in their native land. However, the state is trying to support each of them, looking for various opportunities to ensure their education.
The relocated universities, particularly the educational institutions that moved from Melitopol, Berdyansk, and Kherson to Zaporizhia, are the most active in working with such graduates. They maintain contact with the applicants who remained on the other side of the front and provide them with comprehensive assistance in entering any higher education institution in Ukraine.
The admission procedure remains unchanged for the remaining applicants. They must pass the National Merit Test, and, depending on their specialty, they may also pass creative competitions.
