Merging of DOT and AOZ: The Ministry of Defense is improving the defense support system

The Minister of Defence Rustem Umerov has signed an order initiating the reorganization of logistical structures in Ukraine, creating opportunities for the integration of the State Logistics Operator (SLO) and the Defence Procurement Agency (DPA).

The Ministry of Defence of Ukraine announced the creation of a special commission aimed at reorganizing the SLO. The commission will be led by Arsen Zhumadylov, the Director of the DPA. The primary task of this new body is to prepare the integration of these structures by the end of martial law.

According to the Ministry of Defence, the commission will implement best practices of integrity, program management, and automation, already functioning within the SLO, across the entire Ukrainian Armed Forces logistics system. Additionally, it will focus on legislative adaptation, policy development, and the synchronization of strategic approaches of both institutions.

This reorganization format will allow for the alignment of key processes in advance, ensuring a smooth transition to the new operational model, while maintaining the efficiency and capability to promptly support military personnel.

The Ministry also notes that this approach will contribute to more rational use of the limited budgetary resources, due to ongoing military actions.

The merger of the SLO and DPA, along with their supervisory boards, is planned to take place after the termination of martial law. Until then, both structures will continue to fulfill their responsibilities in the usual manner.
