Zelenskyy spoke about the signing of the agreement on mineral extraction as a significant achievement
On May 1, 2025, in his evening address, Ukrainian President Volodymyr Zelensky confirmed the signing of an agreement on cooperation with the United States in the field of subsoil use. The president described this document as mutually beneficial and equitable for both countries.
Zelensky noted that the agreement was a result of negotiations between him and U.S. President Joe Biden, which took place at the Vatican. “This is the first significant outcome of our meeting, and it has historical importance,” he emphasized.
The agreement does not specify any debt obligations. Instead, an investment fund will be established, which will operate in Ukraine, finance local projects, and ensure that both countries benefit financially from the cooperation.
Zelensky also mentioned that he had already discussed the next steps with Verkhovna Rada Chairman Ruslan Stefanchuk, including the process of ratifying the agreement and the necessary legislative changes in the near future.
