Amid the ongoing war, Ukrainians, particularly pensioners, face the risk of losing access to their finances. This issue often concerns bank cards used to receive pensions, subsidies, and other social payments, which can be blocked due to debts, especially unpaid utility bills.

This is confirmed by a recent case in Kharkiv. One pensioner unexpectedly discovered that his pension account had been frozen due to debt for heating services. When the man sought legal advice, he learned that the actions of the enforcement service were entirely lawful.

“According to current legal norms, accounts of debtors can be seized, including those receiving pension payments,” explained lawyer Vladyslav Derii.

Both state and private enforcement officers have this right, even under martial law.

How to Restore Access to a Pension Card:

Freezing an account does not mean the money is automatically withdrawn. The funds remain in the account but cannot be accessed until the issue is resolved.

Ignoring notices from the enforcement service can lead to serious consequences, including losing the ability to use your own funds.

Lawyers advise: if you discover your account has been blocked, don’t panic — take action. The sooner you address the problem, the faster you can regain access to your pension and social benefits.
