Free public transport: reasons for denying pensioners benefits
Not all pensioners in Ukraine have the opportunity to use free travel, despite the existence of relevant benefits.
The basis for free travel is a resolution of the Cabinet of Ministers of Ukraine, which confirms the right of senior citizens to free travel on trolleybuses, trams, buses, and suburban trains, only if they have a pension certificate. If the document is not shown, travel may be denied.
It should be noted that the possibility of free travel on minibuses depends on decisions made by local authorities. This means that pensioners can use free travel in some cities, while this right is absent in others. Local authorities independently determine the status of beneficiaries, which often leads to misunderstandings.
Moreover, some types of transport do not provide any benefits. Travel on the metro, taxis, intercity buses, and trains for senior citizens is always free, regardless of their age and status. Thus, using a pension card does not guarantee free travel on all types of transport.
This situation is worrying, since many pensioners do not receive proper support regardless of their merits. It is worth noting that Ukraine today has to spend efforts not only on development, but also on protection from external threats.
