Changes in the rules for calculating subsidies and benefits in Ukraine in 2025
Ukraine plans to introduce a unified approach to determining the average monthly income of households to assign social assistance, subsidies, and benefits. The Ministry of Social Policy, Family and Unity of Ukraine has developed a relevant draft act aimed at creating a fair system of calculations in the context of modern socio-economic changes and military conditions.
The project envisages the introduction of a universal mechanism for calculating income for various types of state social support. It is currently undergoing preparation and must be approved by the Cabinet of Ministers to enter into force.
Expected changes
Unification of calculations. According to the new proposals, a single procedure is planned to calculate the average monthly income for all types of social assistance and benefits, replacing the existing fragmented system that complicates the payment processing process.
Income calculation. Income will be determined based on data for the last six months before the application. For individual entrepreneurs, calculations will be made according to the latest tax report.
Zero income. In cases where a person has no income at the time of the first application, the income will be considered zero. If the situation does not change, the conditionally determined income will be applied.
Special conditions for individual entrepreneurs
New entrepreneurs without income at the first application will receive zero income.
In the future, a conditional income will be applied, varying from one to three minimum wages, depending on the tax group.
Income from other sources will also be taken into account.
For which categories is a special procedure proposed?
Persons in difficult living conditions, such as pensioners, students, the unemployed, internally displaced persons, and persons with disabilities, will be able to submit information only for the last month before the application. If there were no income, it would be considered “zero”, and in the next period, one conditional minimum wage per non-disabled person would be taken into account.
Automated data processing process
All income information will come from state registers and tax reports, which will simplify the process of calculating social assistance and pensions.
What income will be included in the calculation?
Total income will be formed from the following components:
official salary after tax,
pensions,
scholarships,
payments for military personnel,
transfers from abroad,
income from entrepreneurial activity,
declared profits.
In addition, the following will not be taken into account:
childbirth allowance,
payments to orphans,
housing subsidies,
compensations for IDPs,
charity payments and other charitable assistance.
Project Status
The announced draft resolution has not yet been finalized. After approval by the Cabinet of Ministers, the new rules will enter into force through the established procedure.
