Main events of October 26: legalization of “busification”, 14% increase in tariffs, snowfall in November and fines for VLK

Mobile operator Lifecell has announced changes to its tariff plans, effective November 1, 2025. The changes, which will mainly affect corporate clients, involve replacing existing tariffs with new models with updated names and pricing policies. All subscribers will be automatically transferred to the new service conditions.

New legislative initiatives may appear in Ukraine that legalize the search for citizens who fail to comply with military registration rules. This provision is included in the draft law on temporary reservation, which can significantly expand the powers of territorial recruitment centers. Human rights activists emphasize that so far, no regulatory act has contained such a term. The current legislation provides for searches only of criminals, not of administrative offenders. Even Cabinet Resolution No. 560 regulates only the forced delivery of persons to the CCC.

New tariffs for the supply of thermal energy for some consumers have been introduced in Mykolaiv. According to the latest calculations, the prices are set for OKP “Mykolaivoblteploenergo” and PrJSC “Mykolaivska TETS”. The head of the pricing policy department noted that heat supply companies are obliged to recalculate their tariffs annually in accordance with the legislation.

Forecasters have announced the weather forecast for November in Ukraine. According to their data, severe frosts are not expected, but sunny days will be limited. In Kyiv, rain is expected in the first days of November, but temperatures may drop. Kharkiv residents are promised several sunny days, though air temperatures will vary.

Lawyer Anna Lyashenko refuted the information of the Volyn Regional Territorial Recruitment Center about the mandatory annual passage of a military medical commission (VLK) for those liable for military service. She emphasized that Ukrainian legislation does not require a VLK to be passed once a year.
