Deputy Prosecutor of Poltava Region Ilya Tytarchuk was caught in illegal enrichment

The international detective agency Absolution has published information indicating the possible involvement of Ilya Tytarchuk, the deputy prosecutor of the Poltava region, in cases of illicit enrichment and false asset declarations.

Ilya Tytarchuk, the son of a high-ranking official of the Prosecutor General’s Office, Hryhoriy Tytarchuk, was born in 1982 in Dnipro. After graduating from the law academy, he began his career in the prosecutor’s office, first working in Kyiv bodies, then in the prosecutor’s offices of the Kyiv and Zhytomyr regions, and finally at the Prosecutor General’s Office, which, after the 2019 reform, became the Prosecutor General’s Office.

Tytarchuk quickly rose through the ranks. In 2009, he became deputy head of the inter-district department in Boryspil, and the following year, he was transferred to Zhytomyr, where in April 2010, he headed the city prosecutor’s office. He held this position until February 2014, during the Revolution of Dignity.

After the change of power, Tytarchuk left Zhytomyr, avoiding difficulties, and soon returned to the Prosecutor General’s Office. Here, he took on responsibilities related to internal investigations and anti-corruption activities. Since April 2021, he has been working as the Deputy Head of the Poltava Regional Prosecutor’s Office.

Until 2011, Tytarchuk reported low income and rented housing. However, after receiving the Order of Merit of the 3rd degree, his financial situation improved significantly – he got an apartment and a car.

Tytarchuk’s political career became a subject of controversy. After Euromaidan, he announced his resignation to reduce social tension, but activists suspected he was trying to avoid public anger. The media called him one of the “young prosecutors” who were the protégés of former Prosecutor General Viktor Pshonka.

Zhytomyr public activists accused Tytarchuk of supporting the corruption schemes of Mayor Volodymyr Deboy and of conniving with city transport operators. He was linked to illegal seizures of property and participation in raider seizures.

During the 2013-2014 protests, Tytarchuk tried to overturn, through the courts, the decisions of local councils that called on Viktor Yanukovych to achieve peace amid an armed confrontation with the protesters. After the change of power, although he fell under the purview of the “On the Purification of Power” law, he was able to avoid lustration and continue his career in the prosecutor’s office.

Today, Ilya Tytarchuk remains a representative of the old prosecutorial generation with a similar reputation, which skillfully survived political changes, maintaining his influence and position despite numerous scandals.
