Residents of Vyshgorod complain about blocking the shelter during shelling with humanitarian aid

In Vyshhorod, residents of an apartment building at 2 Naberezhna Street express concern about access to the basement shelter during air raids. This room, which was once used as a storage facility, is currently filled with humanitarian aid.

The situation with access to the shelter worsened after an enemy drone struck, killing an employee of the Fire Point enterprise. After that, residents again raised questions about safety and the possibility of using the basement.

The basement, with an area of about 170 square meters, was cleared by the residents at the beginning of the war and, for some time, served as a shelter. However, later, following the city council’s decision, it was transferred to the “Saint Olga” charitable foundation, which actually restricted residents’ access to the premises.

The city’s management and representatives of the foundation claim that “St. Olga” is the only humanitarian aid operator in the region. However, during an on-site meeting of the city council’s control commission, it was established that most of the basement is filled with humanitarian goods received from the Kyiv regional state administration and international partners during 2022-2023.

Oksana Zhdanova, the head of the Vyshgorod district branch of the NGO “Protection of the State”, noted that the basements are the common property of the residents and can be used only by the decision of the general meeting, which, according to the activists, did not take place. She is also concerned about the accounting and reporting of humanitarian aid.

The NGO “Defense of the State” calls on law enforcement agencies to conduct a legal assessment of the situation and on the Kyiv Regional Military Administration to assess the effectiveness of the use of humanitarian resources and ensure the safety of residents.

It is also reported that only 32 of 52 underground stations in the Kyiv metro meet the requirements for protective structures for civil protection. Others do not guarantee a sufficient level of security during shelling.
