Who may lose IDP payments and for what reasons?

In 2026, the rules governing assistance to internally displaced persons (IDPs) changed, marking a noticeable step forward in their support.

Previously, the main requirement for receiving financial assistance was only confirmation of IDP status. Now, social services carefully assess families’ actual income, expenses, and savings. Although support remains, it is now targeted and focused primarily on those who really cannot do without it.

The state has focused on targeted assistance: support programs for children have been expanded, while greater financial control has been introduced for adults. Clear limits on income and property have been established: exceeding these norms may be grounds for refusing to continue payments.

Since February, a new monthly payment of UAH 3,000 has been introduced for each IDP child, intended to compensate for housing costs, which does not depend on the parents’ income.

The amounts of support for adults and children remained unchanged: 2,000 hryvnias for an adult and 3,000 hryvnias for a child or a person with a disability. The assistance is provided for a period of six months, but before its extension, the family’s financial situation is necessarily checked.

The main guideline is the average income per person for the last three months, which in 2026 should not exceed 10,380 hryvnias. Even a slight excess may result in the loss of the right to automatic payment extensions.

However, there are categories of persons to whom assistance is provided without regard to income or under more lenient rules. This applies to pensioners with small pensions, people with disabilities of groups I and II, orphans, young people without parental care, as well as adoptive parents and guardians who are considered low-income.

Particular attention is paid to property status. For example, the presence of new cars, real estate, or large deposits may lead to the refusal of payments if the amount exceeds the established limit. Exceptions are made for medical or educational expenses, provided they are documented.

The authorities explain the introduction of the new rules as a need to optimize resources; in particular, priority is given to those without a financial cushion. The released funds are directed to the most vulnerable groups in the population and to regions near the combat zone.

Therefore, IDPs are advised to carefully analyze their finances, be cautious about large expenses, and keep all documents that can confirm the rationality of expenses. In the current conditions, receiving assistance requires not only status but also compliance with new criteria.
