Parking near a residential complex: where and who is allowed to leave a car

Parking near apartment buildings often becomes a source of conflict between neighbors.

Yard areas are a common space for all residents. It is allowed to leave cars here, but it is important to follow a few rules: the car should not block driveways, entrances to driveways or block access for emergency services. Pedestrians should also have enough space, so you should pay attention to signs and markings.

There are a number of places where parking is prohibited. You cannot leave cars on lawns or flower beds, on sidewalks if the distance for pedestrians is less than two meters, within a radius of five meters from garbage containers and less than ten meters from the exit from the yard. It is especially important not to occupy spaces for people with disabilities without special permission. Also, heavy trucks weighing more than 3.5 tons should avoid parking in residential areas.

Violation of parking rules is subject to significant fines. The smallest violation costs 340 hryvnias. If a car obstructs traffic, the fine will be from 510 to 680 hryvnias, and for occupying a space designated for people with disabilities, you will have to pay from 1020 to 1700 hryvnias. If a car blocks the traffic, it may be evacuated, which entails additional costs for transportation and storage.

Residents of buildings have the right, through their association of co-owners (OSBB), to establish parking rules, in particular, to determine spaces for guests and set entry restrictions. However, a specific space cannot be assigned to only one owner without the consent of the other co-owners.

In new residential complexes, according to building codes, at least one parking space per apartment is provided, with additional spaces for guests and people with disabilities. On the other hand, in older areas, parking spaces are often lacking, which leads to an increasing number of conflicts between neighbors.
