Zelenskyy adopted a decree on sanctions against Arestovych

Ukrainian President Signs Decree Imposing Sanctions on Dozens of Individuals and Entities, Including Oleksiy Arestovych

On May 1, 2025, Ukrainian President Volodymyr Zelenskyy signed a decree enacting the decision of the National Security and Defense Council (NSDC) to impose sanctions on 76 individuals and 81 legal entities. Among those sanctioned is Oleksiy Arestovych, a former advisor to the Presidential Office.

The document outlines a range of restrictive measures against Arestovych, including:

  • Freezing of assets located on Ukrainian territory;

  • Revocation of state awards and honors;

  • Suspension of trade operations, resource transit, and air transportation;

  • Prohibition of capital withdrawal abroad;

  • Restrictions on media dissemination, along with other economic and financial sanctions.

The duration of these sanctions varies: some are indefinite, while others are limited to a 10-year period.

The list of sanctioned individuals is broader than initially reported. In addition to Arestovych, it includes political analyst Kostiantyn Bondarenko and blogger Myroslav Oleshko. Other names have not been disclosed in the official publication, but it is known that the sanctions apply to both Ukrainian and foreign nationals.

Arestovych has also criticized Europe in public comments and referred to U.S. intentions regarding Ukraine’s reconstruction.
