Reservations are ending: businesses have only a few days left to save workers
In Ukraine, as of May 28, 2025, some employees may lose their reservations due to mobilization inspections conducted by the Ministry of Economy regarding enterprises with critical importance status.
According to the letter of the Ministry of Economy No. 27-11/37509-07 dated May 19, 2025, companies with branches, ownership, or lease rights in three or more regions of Ukraine are required to provide documents confirming their status. If these documents are not submitted by the specified deadline, companies may lose the right to reserve military personnel.
The documents required for submission include:
extracts from the State Tax Service information system regarding settlements with the budget and funds for the period from January 1 to April 30, 2025, for each branch;
evidence of ownership or lease of the premises in which the branches operate.
These documents must be sent to the Ministry of Economy by email. It is emphasized that the information should relate specifically to branches or representative offices since data on the head office is not currently required.
The consequences of failing to submit documents can be significant: enterprises that fail to comply with the requirements lose their status as critical and, accordingly, the ability to reserve employees during martial law.
This status enables companies to retain key specialists who are subject to mobilization, keeping them at work.
The status of the reservation is active: at the beginning of 2025, the number of employees with reservations was approximately 950,000, which is equal to the number of personnel in the Armed Forces of Ukraine. For an employee to be considered reserved, they must work at a critical enterprise and receive a salary of at least 20,000 hryvnias.
