Prosecutor’s Office Uncovered a Scheme at a Kyiv Municipal Enterprise with Losses of Over 20 Million

In the Kyiv region, negligence was revealed by an official of the municipal enterprise “Kyivteleservice”, which caused budget losses exceeding 20 million hryvnias.

The Pechersk District Prosecutor’s Office of Kyiv reported suspicions against the head of the department of this enterprise. The case is being investigated in connection with official negligence during public procurement.

According to the investigation, in 2023, “Kyivteleservice”, which is subordinate to the Department of Information and Communication Technologies of the Kyiv City State Administration, agreed with a private company for the supply of communication equipment for organizing wireless Internet access. The total amount of the contract was 144 million hryvnias.

The official responsible for the contract did not conduct a proper market value check of the equipment, resulting in its purchase at significantly inflated prices. As a result, the city overpaid more than 20.5 million hryvnias, causing damage to the budget of the Kyiv territorial community.

The suspicion is qualified under Part 2 of Article 367 of the Criminal Code of Ukraine for official negligence.

According to this article, the punishment may include imprisonment for two to five years, as well as possible restrictions on holding managerial positions for a period of up to three years and a fine in the amount of 250 to 750 tax-free minimum incomes of citizens.

Earlier in Kyiv, prosecutors brought charges against one of the heads of the Kyiv City State Administration department, who is accused of negligence during the purchase of diesel generators, which cost the city millions.
