Waiting for help, Ukrainians risk being left without payments for destroyed homes

The Ukrainian state offers payments of up to 500 thousand hryvnias for the restoration of housing damaged by the war. However, to take advantage of these funds, citizens will have to overcome significant bureaucratic barriers.

Citizens whose homes were damaged as a result of military operations can receive compensation under the “e-Restoration” program. However, many applicants face refusals, primarily due to the lack of official confirmation of real estate ownership.

To participate in the program, you must collect a standard package of documents, which includes: a certificate of no criminal record, consent of co-owners (if any), confirmation of the right to benefits, and, most importantly, materials confirming the ownership of housing. If the real estate is not registered in the State Register of Rights, it will be impossible to receive compensation.

Typically, difficulties arise for individuals who privatized or purchased their homes before 2013 and failed to register them. After 2013, registration was automatic, but until now, the initiative depended on the owners. In case of loss of documents, their restoration can take a long time.

In addition, a person convicted of crimes against national security, as well as residents of temporarily occupied territories or zones of active hostilities, are not entitled to compensation. Additionally, individuals who initiate repairs before submitting an application and completing all necessary documents will be denied financing.

Experts advise checking the status of the property as soon as possible and, if necessary, registering it through the Centers for Administrative Services (CASS) in the State Register of Rights in order not to lose the opportunity to receive financial assistance.
