When it is legal to fail to appear for a summons without a fine – clarification from the CCC

Failure to appear for a summons does not always result in a fine. In some cases, servicemen can legally avoid administrative liability. Representatives of the Volyn regional CCC and the SP reported this.

According to the resolution of the Cabinet of Ministers of Ukraine No. 560, reservists and conscripts must appear at the territorial recruitment center on the day, time, and place specified in the summons. This may be necessary to clarify their credentials or check information in the register.

If a conscript cannot appear on the specified day, he must notify the CCC of the reason for his absence within three days – in person or by any other available method. After that, he will need to come no later than seven calendar days.

Good reasons that exempt from liability include:

Natural disasters or other unforeseen situations;

illness;
military operations or their consequences at the place of residence;

Death of a close relative (in particular, relatives of the spouse).
To avoid a fine, it is necessary to provide documentary confirmation of the specified circumstances.

It was previously reported that Ukrainians face forced mobilization in August, and the consequences of ignoring fines from the CCK were also announced. In particular, one lawyer said that the consequences of not paying fines for military summonses can be irreversible.
